Regional Information and Communications Technology Manager, West & Central Africa

CORE FUNCTIONS OF REGIONAL INFORMATION AND COMMUNICATIONS TECHNOLOGY MANAGER
The Information and Communications Technology (ICT) Manager will provide strategic and operational ICT leadership for Millennium Promise in West and Central Africa.

DUTIES AND RESPONSIBILITIES
The position includes the following responsibilities:

Managing ICT staff & resources across the region (65% time requirement)
  • Provide leadership and expertise for the full scope of regional ICT functions
  • Drive strategic ICT-related processes:
    • ICT staff guidance and oversight
    • ICT and general staff training
    • Resource procurement and allocation
    • Vendor relations
  • Providing second-tier technical support for ICT-related issues in the MVP sites and first-tier support in the regional office
  • Manage and monitor regional and site network issues
  • Manage and monitor regional and site data backups
  • Utilize formal and informal reporting mechanisms to keep regional and global management teams informed on all ICT statuses and issues
Developing new ICT resources, technologies and vendors (35% time requirement)
  • Assist the site ICT staff with needs assessments, coaching, skills development
  • Partner with regional and site management to identify and evaluate regional ICT needs
  • Identify and evaluate new technologies that could benefit the regional and/or site staff
  • Identify and evaluate new opportunities with vendors to provide improved ICT services

REPORTING
This role reports operationally to the Regional Operations Manager of Millennium Promise, West and Central Africa. In addition, this position will provide ICT strategic support in coordination with, and under the direction of, the Millennium Promise ICT team in New York.

DESIRED SKILLS AND CREDENTIALS

  • Bachelor's degree preferred from an accredited university or college
  • At least 7 years of experience in a variety of ICT positions, with a minimum of 3 years of supervisory experience
  • Familiarity with ICT applications in rural Africa preferred
  • Strong knowledge of LAN/WAN infrastructure and troubleshooting
  • Good understanding ICT best security practices
  • Excellent Windows O/S knowledge on both client and server platforms
  • Basic Linux skills
  • Proficiency with MS Office desktop application support
  • Experience in ICT training is preferred
  • Must have outstanding analytical skills
  • Strong oral and written communication skills
  • Strong interpersonal and leadership skills
  • Fluency in English
  • Additional fluency in French preferred

TERMS OF OFFER
This is a Regional position with a competitive salary.The employment contract is for a period of one year with the possibility of renewal.

LOCATION
The Information and Communications Technology Manager, West and Central Africa, will be based in Bamako, Mali. The position will require frequent travel throughout West and Central Africa and occasional travel elsewhere.
